The embattled regime of Syrian President Bashar al-Assad on Wednesday pressed on with a deadly crackdown on dissent even as a flood of fresh sanctions further isolated Damascus.

Syrian Foreign Minister Walid Muallem attends a meeting of the Organisation of Islamic Conference (OIC) in the Saudi coastal city of Jeddah.

Activists said 14 civilians were killed by Syrian forces in the flashpoint provinces of Idlib and Homs, while in the southern Daraa province, cradle of eight months of anti-regime unrest, a blast killed seven security forces.

The latest violence came as the world’s largest Islamic body, the Organisation of Islamic Cooperation,Chain link fence, urged member Syria to cooperate with the Arab League and allow a team of observers to visit the country.

The League imposed sanctions on the Damascus regime Sunday after it defied an ultimatum to accept observers under a plan to halt the crackdown which the UN says has killed more than 3,500 people since mid-March.

After emergency talks on Syria, a statement by the OIC urged Damascus to “immediately stop using excessive force against civilians” and to “respond to the decisions of the Arab League.”

Speaking after the meeting OIC chief Ekmeleddin Ihsanoglu said the group “urged Syria to stop violating human rights and to allow Islamic and international human organisations access to Syria.”

Turkey, following the lead of Arab states, also announced Wednesday a raft of sanctions against Syria winning praise from Washington which said the action will further isolate Assad’s embattled regime.

“The leadership shown by Turkey in response to the brutality and violation of the fundamental rights of the Syrian people will isolate the Assad regime,” said National Security Council spokesman Tommy Vietor.

Turkish Foreign Minister Ahmed Davutoglu announced the sanctions including an immediate ban on all transactions with the Damascus government and central bank and freezing all Syrian state assets in Turkey.

Similar measures would also be taken against “some well-known businessmen who are strong advocates of the Syrian regime,” he said, adding that sanctions will also include a ban on Syrian officials visiting Turkey.

They were also due to decide on when to implement a decision to end all flights to and from Syria and a list of necessary foodstuffs that will be excluded from the ban on trade with Syria’s government.

Syria is also facing US and EU sanctions and the European Union is set to beef up punitive oil and financial measures against Damascus on Thursday, a move diplomats said was aimed at choking Syrian sources of funding.

They will include bans on exporting gas and oil industry equipment to Syria, trading Syrian government bonds and selling software that could be used to monitor Internet and telephone communications.

The US has slapped Syria with a package of sanctions, including a freeze on government assets, a ban on citizens from doing business with the country as well as a ban on the sale of telecommunications equipment to Syria.

The slew of sanctions appear to have had little impact on the regime in Syria, where the death toll rose again on Wednesday.

Security forces killed nine civilians in the northwestern Idlib province, including a 12-year-old boy and a woman, the Syrian Observatory for Human Rights said.

Five other civilians were killed by gunfire in separate incidents in the central city of Homs.

And seven members of the security forces were killed in clashes with army deserters in the Daraa town of Dael, the Britain-based group said, adding that their vehicle had been blown up.

More than 164 people were also arrested in Dael where security forces carried out search operations, the group said, adding that 19 people were wounded by gunfire.

State television meanwhile reported that authorities released 912 people who were involved in anti-regime unrest but have “no blood on their hands, the third batch freed this month.

In Jeddah the OIC expressed frustration at the unending bloodshed and raised concerns about the international response to the crisis in Syria at the start of its meeting.

“We also refuse any military intervention and affirm our respect to Syria and its sovereignty… and welcome international and Arab efforts” to reach a solution, the head of the OIC said.

Just days after UN-appointed investigators accused Syrian security forces of crimes against humanity, including the torture of children, the UN Human Rights Council said it will hold a special session on Syria.

Friday’s meeting — the third by the council on Syrian this year — will be convened following a request by the European Union, a diplomatic source said.

Human rights group Amnesty International called on the UN Security Council to refer Syria to the International Criminal Court.

“It is high time for the UN Security council to take action,” the group’s Middle East campaigner Maha Abu Shama said.

Amnesty International is pressing for an arms embargo, asset freezes against Assad and his associates, as well as an investigation by the ICC.

The Social Security Fund has decided to cut the contributions of flood-affected employers and workers to the fund and lend money at low fixed interest rates to struggling business operators next year.

Somkiat Chayasriwong,field fences, permanent secretary for labour and SSF chairman, yesterday said the cut will be applied on contributions from both employers and employees to ease their financial burden in the wake of the flood crisis.

From January to June next year, the contributions to the fund from the two parties will be lowered to 3% from the normal rate of 5% of employees’ salaries. The contribution rate for July and December will be adjusted to 4%.

The government will maintain its contribution to the fund at the equivalent of 2.75% of employees’ salaries.

BMA raises four sluice gates

The SSF will also provide loans worth 10 billion baht to boost the liquidity of flood-affected business operators.

The loans will be available from Jan 1 next year with 3% interest fixed for three years for borrowers with collateral and 5% interest fixed for three years for borrowers without collateral.

Operators with up to 50 employees can borrow up to one million baht each. Those with 51-200 workers may borrow up to 2 million baht and those with 201 employees or more can borrow up to 4 million baht.

The operators who are eligible for the loans must employ workers who have been members of the SSF for at least three months. They can seek the loans through three banks _ Krung Thai Bank, Government Savings Bank and Islamic Bank of Thailand.

The Labour Ministry will seek cabinet approval for it to issue regulations detailing the assistance under the scheme, Mr Somkiat said.

Meanwhile, workers of flooded factories especially in Ayutthaya and Pathum Thani province are concerned about their job security because they wonder if their employers can resume running their businesses. However, authorities expect the flood impact on employment to be short-lived.

The concern is serious for workers at the Saha Rattana Nakorn Industrial Estate in Ayutthaya and the Nava Nakorn Industrial Estate in Pathum Thani as the compounds still remain at least one metre under water. There are more than 400 factories in both industrial estates but operators are still unable to salvage their plants and employment concerns have arisen for more than 170,000 people who worked there.

Many workers gathered at the entrance of the Nava Nakorn Industrial Estate in Khlong Luang district of Pathum Thani yesterday to inquire about the status of their workplaces. They are uncertain if their factories will resume production and if they will still be employed.

They said that some employers paid them 50% to 75% of their salaries during the flooding, but other employers had laid off workers.

Suthasinee Kaeoleklai,annealed wire, labour relief coordinator in Ayutthaya and nearby provinces, said workers at flooded industrial estates were in deep trouble because they lived in rented rooms while local administrators gave relief bags only to people with house registrations in their areas.

As they are ineligible to receive relief bags, the workers do not have enough food to eat while their salaries were cut during the flooding.

Some employers lured workers into resigning from their jobs during flooding by claiming that voluntary resignation would guarantee their re-employment in the future.

“Actually the voluntary resignation deprives the workers of unemployment compensation,” Ms Suthasinee said.

“Nearly 100,000 workers at the Nava Nakorn Industrial Estate are faced with this problem.”

Mr Somkiat said more than 14,000 workplaces remain flooded. These factories employ more than 660,000 workers.

Thirty-one enterprises have laid off nearly 10,000 people and 11 more companies are likely to follow suit by laying off another 2,600 workers.

Most flood-affected enterprises will resume their business and recruit workers again. The Labour Ministry has prepared 150,000 jobs for the workers who cannot return to their companies.

The Office of the National Economic and Social Development Board said medium- and large-scale industries in Ayutthaya and Pathum Thani have suspended production since Oct 8. They make high-technology products, automobiles and electronic products.

Production halts have also taken place at industrial estates that face flood risks in Bangkok. The situation affects about 380,000 workers in the three provinces. The flooding this year also affected 600,000 foreign workers in deluge-hit provinces as a whole.

Factory and machine repairs and salvage will take one to three months while automotive and electronic industries will take six months to resume.

Employment will drop both in production and service sectors. Impacts are relatively serious on self-employed people, sub-contractor and daily workers.

Entitled Water+Empathy 2011, the show is being organised in tandem with the Royal Photographic Society of Thailand,Tunnelling toward a city with no more flood woes-砖带电焊网,fence posts,Flood prevention the easy way-wire mesh, the BACC, Bangkok Metropolitan Administration and the Tourism Authority of Thailand. Its aim is three-fold: to amass a pictorial record of the national disaster; to highlight the indomitable spirit of Thai people as they coped with the floods and extended a helping hand to others who needed it; and to raise funds to allow the Fine Arts Department to restore sites of historic significance which have been inundated.

Thailand tries to help companies, as floods spread-hesco

On top of Thailand’s political instability in recent years,hesco barrier, the floods have raised the possibility foreign investment projects may relocate elsewhere in Southeast Asia.

The industrial closures have had an effect well beyond Thailand, since the factories supply key components for several industries,Thai confidence at 10-year low; floods hit more firms-Military Bastions, particularly the automotive and computer sectors.

Virabongse Ramangkura, a former finance minister heading a reconstruction and development committee established this week,Thailand tries to help companies as floods spread-concertinas, said he would consult in Tokyo with officials from Japan’s Ministry of Economy, Trade and Industry on how best to aid the stricken businesses.

The flooding since late July has killed 533 people and caused billions of dollars in damage, closing hundreds of inundated factories north of the capital. The water has nearly surrounded Bangkok, flooding a dozen of its outer districts and threatening chaos in the crowded city of more than 9 million people.

Thailand’s Board of Investment, which grants tax holidays and other privileges to investment projects, already has taken steps to mitigate flood damage, such as giving tax write-offs for damaged raw materials and easing rules on bringing in foreign nationals to help with recovery.

Especially hard hit by the flooding have been Japanese companies,hesco, led byHondaandToyota, that were forced to close assembly plants in flooded areas. Some have complained they were not given timely and accurate information that would have allowed them to prepare for flooding.

Prime Minister Yingluck Shinawatra has tried reaching out to Japanese businesses. Japan’s ambassador accompanied Yingluck on an inspection this week in Ayutthaya, just north of Bangkok, where several flooded industrial estates have begun cleanups.

The floodwaters are trickling onto the main route south from the city, Rama II Road. If the water gets deeper,welded gabion box, it will cut off the last dry highway to Thailand’s south and likely swamp so-far unflooded areas of southwestern Bangkok.

BANGKOKThailand on Thursday offered more help to businesses affected by a national flood crisis as the waters spread deeper into Bangkok and risked cutting off a major highway.

New measures announced Thursday include allowing companies to temporarily outsource all manufacturing in order to maintain customer deliveries and extending by six months import tax exemptions on replacements for damaged machinery.

Protection
Filled with sand, 60 centimetres (24 inches) of barrier thickness will stop rifle bullets and shell fragments.
